Del and I had an interesting...argument last night. As she was teasing me about our group rendition of La Bamba she let it slip that there's a robust civilian short-wave radio network within Jericho Territory. This news, I'm ashamed to say, made me react badly, especially considering my troops' ongoing struggle for quick communications.
We both got very angry and when I demanded an explanation as to why these short wave radios had been kept a secret from me, she snapped back that the people needed something that wasn't controlled by me or the military. She pointed out there really is no legitimate civilian government for the Territory.
It took me a moment, but I have to admit, she's right.
Oh, we have a civilian government – several of them, in fact. But we have no over-arching government for the Territory.
I suspect you and Mayor Anderson and others have already discussed the next steps for Jericho Territory.
A year ago, I wouldn't have expected any of this – that we would be at a point where we needed to establish a government for a territory. Maybe it's dumb luck – maybe it was always our destiny to be the oasis of calm we've become.
I don't know.
But I do know Del's right.
I'm sending her to Jericho to meet with you and Mayor Anderson so she can share her concerns and her proposal for a Territorial Congress directly with you.
Given how we've just added Spedina to the Territory, it's time for a more formalized and structured government, even if it's only for us.
